Rules of the club
Name, domicile and purpose
1§ The name of the association is INTO International students club. In these rules the definition ‘club’ refers to it. The club is an affiliated association of the Student Union of Tampere University of Technology (TTYY).
2§ The club has been founded 06.03.2007.
3§ The domicile of the club is Tampere.
4§ The official language of the club is English.
5§ The purpose of the club is to operate as a link between international and Finnish students at Tampere University of Technology (TUT), and help international students to integrate better in the Finnish society.
6§ To reach the above-mentioned goals the association can: - allot up to 50 % of the seats of the executive committee or officials to the international students as a privilege - operate in tight cooperation with the guilds, Student Union, International Office and Student Services at TUT as well as the other higher education institutes (HEIs) and business life in Finland. - arrange more study and work-related excursions, meetings, seminars, evening gatherings, discussion groups and other events. - inform about the club activities efficiently to all students at TUT. - publish a magazine.
7§ To support its activities the club can receive financial support and donations, practise sales and transmission activities and arrange entertainment events and lotteries with the licences in question.
Members and payments
8§ Members of the club are the actual members, support members and honorary members.
9§ The actual member of the club has to be a member of the student union of TUT (TTYY)
10§ Every member of the student union of TUT (TTYY) interested in the activities of the club is entitled in becoming a member of the club by paying the membership fee of the club.
11§ When giving up the membership of the student union of TUT (TTYY), the actual member of the club gives up the membership of the club as well. When giving up the membership of the club, the member must pay his possible debts to the club, and return the club property.
12§ Every person or community interested in supporting the activities of the club can become a support member.
13§ The club can invite persons to become honorary members with the majority of three fourths (3/4) of the executive committee votes. The honorary members can be persons who have contributed the activities of the club or otherwise facilitated its aims significantly.
14§ The proposal of an honorary membership is made by the club executive committee or by a member group with at least fifteen (15) members.
15§ The actual members of the club are obliged to perform a membership fee to the club every academic year. The membership fee for the actual members of the club is decided in the spring meeting every year.
16§ The support members of the club are obliged to perform a support membership fee to the club every calendar year. The membership fee for the support members of the club is decided in the spring meeting every year.
17§ A membership fee is not charged from the honorary members of the club.
18§ A member has the right to resign by informing the club executive committee or its chairperson or by recording it to the minutes of a meeting of the club.
19§ The executive committee can expel a club member if the member has not paid his due membership fee or has not otherwise fulfilled the obligations he has committed himself to in the club or has considerably damaged the club with his actions internally or externally or does not anymore fill the terms of the membership mentioned in the law or the rules of the club.
20§ A member can resign by giving a written request to the executive committee, its chairperson or by reporting it for entry into the minutes of a meeting of the club. When resigning, the member has to pay his possible debts to the club and return the club property.
21§ If a member of the club harms the club with his behaviour or actions and therefore makes the operation of the club more difficult, or as a representative of the club causes public disapproval in an event organised by the club, the executive committee can forbid the member to participate in the events organised by the club.
22§ The club maintains a membership register of its members.
Meetings of the club
23§ Meetings of the club are the spring meeting, autumn meeting and the extra meetings. The meetings of the club are convened by the executive committee of the club.
24§ The spring meeting must be held by the end of April, and at least the following topics must be discussed: - the chairperson of the executive committee and other members of the executive committee are elected - the auditors and the personal deputies to them are elected - the size of the membership fee and support membership fee of the club are decided for the following term - the annual report and budget prepared by the executive committee are approved.
25§ The autumn meeting must be held in October, and at least the following topics must be discussed: - annual report of the previous year - executive committee presents the financial statement - the auditors' statement is heard and - a decision is made on the approval of the financial statement, and on discharging the executive committee and other persons with responsibilities.
26§ The club will assemble for an extra meeting if the executive committee of the club considers it necessary or when one tenth (1/10) or at least ten (10) actual members of the club demands it in written form from the executive committee. In the latter case the meeting must be held within two (2) weeks after leaving the claim to the executive board.
27§ The meetings of the club must be informed at least five (5) weekdays before the meeting on the official notice board of the club. The agenda must be presented in the notice of a meeting as well.
28§ The meeting is competent if it has convened according to the rules and if at least fifteen (15) or one fourth (1/4) of the actual members of the club are present.
29§ The actual members having performed their member obligations are enfranchised and eligible ones. Other members only have a presence right and the right to speak in the meetings. One cannot vote with a letter of attorney.
30§ In the meetings of the club two (2) scrutinisers of the minutes are chosen. They have to be actual members of the club. The inspection must be made within two (2) weeks from the meeting.
Decision-making Order and Election
31§ If not mentioned otherwise in the rules, the opinion supported by more than half of the voters will become a decision. The vote of the chairperson will determine when the voices go exactly. In an election, however, if the voices go exactly, the decision is made through a lottery.
32§ An open voting should be used unless at least two (2) enfranchised members attending the meeting do not demand a closed ballot.
33§ If there are several draft resolutions, either detailed or short voting order or another suitable voting order will be followed.
34§ When there is only one person in the election, he must get at least half (1/2) of the given votes. If nobody has got an absolute majority of the votes in the first round, a new election is performed between the two (2) persons having obtained the most votes in the first ballot.
35§ If the election is held relative, it will be performed without using lists of candidates so that every voice which is given in the election will be divided between the candidates marked to the ballot. When the candidate gets one vote half of it goes to the second candidate, one third to the third candidate et cetera, and the persons become chosen in the order which is in accordance with the votes received by the candidates.
36§ When counting the number of the given votes, it is not taken into consideration - enfranchised members who have not voted, have not arrived at the meeting or who have not wanted to vote or who do not have the formal franchise at the meeting in question - blank ballots or ballots which have been rejected.
Executive committee and officials
37§ The chosen executive committee is responsible for the operation of the club for May to April (one term at a time). The chairperson establishes the executive committee together with from two to seven (2-7) other members. The members of the executive committee have to be actual members.
38§ The executive committee chooses a vice-chairperson, secretary and treasurer from among them and names the tasks of the other members of the executive committee.
39§ The task of the executive committee is: - to operate the club and manage its economy and property - to prepare the matters which emerge at the meetings of the club and to carry out the decisions that have been made in them - to draw up the propositions for the annual report, financial statements, plan of action and budget - to convene the meetings of the club - to make decisions on other matters which have not been defined to be decided in a meeting of the club.
40§ The meeting of the executive committee is convened by the chairperson of the executive committee, and when he is prevented a vice-chairperson. The executive committee makes a decision on the way with which the meetings are convened.
41§ The executive committee is competent when it has been convened in the way decided by the executive committee, and when at least half of the members of the executive committee are present at the meeting, including the chairperson or when he being prevented the vice-chairperson of the executive committee.
42§ The name of the club is written by the chairperson of the executive committee together with a member of the executive committee or when the chairperson is prevented, the vice-chairperson together with a member of the executive committee.
43§ For a special purpose the executive committee can admit the authorization right to an actual member.
44§ For special tasks the executive committee of the club can appoint periodic commissions or officials, however for no more than a term of twelve (12) months. If necessary it is possible to appoint a person from outside the club to these actions. The executive committee of the club can give rules and regulations which are related to the operation of commissions and persons.
45§ For a justifiable reason the meeting of the club can relieve a member of the executive committee of his duties between the terms in which case the matter must be mentioned in the notice of a meeting. If necessary, a new person can be chosen to replace the person who has been relieved of the duty for the remaining term.
46§ For a justifiable reason the executive committee can relieve a member of the officials of his duties between the terms in which case the matter must be mentioned in the notice of a meeting. If necessary, a new person can be chosen to replace the person who has been relieved of the duty for the remaining term.
Administration and economy
47§ The term of office and accounting period of the club is from May to April. The administration and economy of the club are controlled by two (2) auditors. The auditors' term of office is from May to April.
48§ The bookkeeping documents of the club must be delivered to the auditors to be checked at the latest three (3) weeks before the spring meeting, and otherwise if the auditors ask for it. The auditors must deliver the documents and the auditor's report to the executive committee of the club at the latest two (2) weeks before the autumn meeting.
Special regulations
49§ An actual member of the club is entitled to complain about a decision of a meeting or the executive committee of the club based on the fact that the decision has been made in an order deviating from an act, statute or rules, goes farther than the authority of the organ or is against an act, statute or rules or regulations concerning the club. Complaint must be made within three (3) months after the ratification of the decision to the executive committee of TTYY and must be announced to the executive committee of the club. The complaint and announcement have to be transmitted by a letter. However, one cannot complain about a decision which concerns only the preparation or execution of a matter. A person who has contributed for the decision making at the meeting does not have the right to raise an action for annulment.
50§ A meeting of the club decides about the marks and signs of the club.
51§ Changes in these rules can be made if the amendment has been accepted with the majority of at least three fourths (3/4) of the votes at two (2) consecutive meetings of the club with an interval of at least two (2) weeks. The amendment must be mentioned in the notice of a meeting. The amendment can be done by the executive committee or ten (10) actual members of the club in written form. The proposal made by the actual members must be processed in the subsequent meeting of the club.
52§ The club is considered dissolved if there have not been meetings of the club in two (2) years even if the preconditions for the keeping them had existed. Likewise the club will dissolve if the club makes a decision on it with the majority votes of five sixths (5/6) at two (2) consecutive meetings with the interval of at least one (1) month. The proposition concerning the dissolution must be mentioned in the notice of a meeting.
53§ The allowances and property of the club will be transferred to TTYY after the club has dissolved to be used to support the operation of the affiliated associations of TTYY.
54§ The amendment to the rules or dissolution decision becomes valid when the Student Union Council (Edustajisto) of TUT has confirmed it.
55§ Otherwise the regulations of TTYY and the Finnish Association Act and its sections concerning registered associations should be followed.
56§ These rules have been accepted by Student Union Council of TUT
